Might it be that school committee members at a school committee meeting might reasonably expect to discuss topics such as schools and education, rather than charter reform? There's probably a place to discuss charter reform, but a school committee meeting hardly seems to be the proper forum.

Police

The city charter also reads that there should be at least 140 patrolman on the force.

The city charter has many rules and regulations, some enforced others ignored. Does it really matter if the charter is changed or not?

The only reason this issue was brought up is because the mayor and some of his minions want to get rid of the school board. More power for the mayor, less say for the residents.
