Each precinct should have roughly equal population, but there are some serious differences in voter turnout here:

Ward 1, Precinct 1 - 88 votes
Ward 6, Precinct 2 - 391 votes

Have you been to Ward 1, Precinct 1 lately Ron? Huge numbers of people who speak english as a second language, or don't speak it at all - huge numbers of "working poor" working 2 or 3 jobs just to get by - not having the time or energy to worry about BOA elections (read: disenfranchised).

A likely explanation, though I notice that neighboring 1-2 had (relatively) high turnout.

1-3, 4-1 (Ten Hills) and 2-2 (Lincoln Park) also had fewer than 100 total votes each.
